Is the prime ministera ‘lone man'?

For a long time, I have had the conviction that the pressure on Prime Minister Recep Tayyip Erdoğan's shoulders is not being appropriately shared by his Cabinet. The government is basically functioning through the prime minister's personal popularity and efforts.
